Three differences do most of the work. Search volume is small but the intent is extreme, so a hundred searches a month can be worth more than a hundred thousand in a consumer category. The buyer is technical and rejects marketing language on sight. And the sale takes months, so attribution has to survive the gap.

It works where the capability term has volume, and it does not where it has none. Obscure infrastructure work often has no measurable demand at all. That is why paid search is added only when the audit's demand check shows the volume, and why the ad spend sits in your own accounts.
